No. Rapid Set Postmix is specifically supplied as a post-setting material rather than a general-purpose concrete product.

It is a 20kg pre-blended mix manufactured by Carlton for fixing suitable timber, metal and concrete posts. The dry material is poured into the prepared post hole and activated with clean water, avoiding the need to batch separate cement and aggregates before use.

The way it sets is also part of its intended use. The supplied product guidance states an initial set of approximately five to ten minutes once water is introduced. That rapid setting behaviour is designed around getting a positioned post held in place rather than carrying out general concrete work.

If the job involves setting fence posts, the product is being used for its intended purpose. East Coast Fencing guidance recommends allowing around two bags per post as an initial quantity estimate, although the actual amount depends on the hole and installation.
